Ingredients
For the Rolls:
4 ½ tbsp unsalted butter
2 tbsp minced garlic
3 ½ cups + 1 tbsp all-purpose flour
3 tbsp chopped fresh parsley
1 tbsp granulated sugar
2 ¼ tsp instant yeast
1 tsp fine sea salt
1 cup whole or 2% milk, warmed to 110°F
1 large egg, room temperature
1 beaten egg (for brushing the tops)
For the Garlic Butter:
2 tbsp unsalted butter
1 tbsp minced garlic
1 tbsp chopped fresh parsley
Flaky sea salt, for finishing
Instructions

Prepare the Pan: Lightly butter the bottom and sides of a 9×13-inch baking pan. Set aside.

Make the Garlic Butter for the Dough: In a small pot, melt 4 ½ tbsp butter over medium heat. Add the minced garlic and cook for 1-2 minutes, until fragrant. Remove from heat and let it cool.

Make the Dough: In the bowl of a stand mixer, combine the flour, parsley, sugar, yeast, and salt. Add the warmed milk, egg, and cooled garlic butter mixture. Knead with a dough hook on low speed for about 10-12 minutes until the dough is soft and slightly tacky. If too sticky, add one tablespoon of flour at a time.

Shape the Rolls: Divide the dough into 12 equal portions. Roll each piece into a smooth ball and place in the prepared pan.

Let the Dough Rise: Cover the pan with plastic wrap and let it rise in a warm place for 1-2 hours until doubled in size.

Preheat the Oven: Preheat to 350°F (180°C).

Brush and Bake: Brush the tops of the rolls with the beaten egg wash. Bake for 20-30 minutes, until golden brown.

Prepare the Garlic Butter for Topping: While baking, melt the remaining 2 tbsp butter in a small pot. Add the minced garlic and cook until fragrant. Stir in chopped parsley.

Finish the Rolls: When the rolls come out of the oven, immediately brush them with garlic butter and sprinkle with flaky sea salt.
